Being able to re-use a booster 23 times, and aspiring to re-use it 40 times, is bound to come with failures, and is a massive feat of engineering. Note that in terms of the aspiration of 40x reuse per booster, how do they test re-use without actually reusing them, without blowing through a mammoth budget (i.e. a launch without a paid satellite deployment)?

    space x and it's potential is the ONLY potentially redeeming thing about him. he is tanking tesla, and has ruined twitter. in this case, 2 out of 3 is bad.
