It might be that, or it might be because Trump's worldview is so transactional. PR can't give him anything, no votes, so they are useless to him. Saving people and rebuilding lives is just on the expense side of the ledger, with no corresponding benefit.pearljammr78 said:

A clarification was issued because this was so poorly written. It actually affects few people, mostly children who are adopted overseas by citizens. They have to apply for citizenship for the adopted child. I think there are a few other situations as well . But it's written like a child born to military personnel overseas, State dept employees, etc. who have kids overseas are not considered citizens.
