He is speaking to the people whom the bill was signed for and the joke was about the stage falling 2 feet because of the amount of people there.

Maybe he just made a joke about what was going on at that time? You really think he poked fun at the situation and the thousands of people whom died?
If the people of NY thought it was insensitive then the papers would have roasted him. They did not. They praised him for a change.
He actually signed a bill that pretty much EVERYONE agrees with and that part got taken away.
New Yorkers would be the first to be pissed and have that right but I'm not seeing it.
Giving him credit for signing this is like giving him credit for breathing.
