    Seinfeld had quite a bit of writers, but if I remember right credit is given to at least Larry David and Jerry Seinfeld at the beginning of each episode.

    there are many writers on sitcoms and there is usually head writer...in this case, jerry and larry david were the head writers...they decide on the plot of the episode which either comes from them or one of the writers on the staff...then it is fleshed out by jerry and david and the then the whole staff pitches jokes and ideas...but this whole process can vary from episode to episode

    also when you read the credits, you'll see 'written by'...that is the person(s) that came up with the initial idea/treatment...you'll also notice several 'producers'...that's the writing staff
