    you seem to think I want it used during every interrogation. I have said several times I hope it never gets used again.

    I understand its use during very extreme times when an attack such as 9/11 or worse is imminent.

    Sure makes one wonder with the war in Iraq. It would be safe to say the US govt planned on it (increasing) and rubbed it's hands together. Either that, or they are incredibly fucking stupid beyond belief. Perhaps both.
