People that commit those acts generally have a really high chance of committing again. I don't think jail is the answer....because once they get out the urge is still there.

The 19 year old immature male with his 16 year old girlfriend... or 15 year old girlfriend... can be classified with the 42 year old man who rapes a 6 year old child. They do not equate. It all depends upon the guy and the girl.
Like, we ALL knew a girl who was a 16 year old (going on 25) from our past, don't we? And how many 23 year old college guys that have the maturity of a 15 year old? If you answered, 'most of them', give yourself a Gold Star.
Attaching numbers to the law is where we run into problems. We all agree that 12 and younger is out and out wrong (whereas anyone having sex with an 6 year old... even if they are only 12... has got problems)... but, we know that kids become sexually active at around 13.
Look at each case... individually. Put the 48 year old pervert who is preying on 13 year old girls on the Internet in jail... He is supposed to know better. I remember reading it a few years ago but the guy was at a bar and had to piss. Apparently there was a long line and he went outside. He pissed on the side of the building and a cop nabbed him. I think it said he got into a pretty heated argument with the cop so the cop arrested him and bam! Sex offender status.
I also remember when I was living in Jacksonville about Clovis Claxton. This guy was a convicted sex offender for exposing himself to an 11 year old in 1991. That was the only crime he was ever convicted of. In 2005 people posted fliers all around the neighborhood targeting him, listing him as a threat. He committed suicide. He had spinal meningitis as a child and also encephalitis which left him mentally and physically underdeveloped. He also required a wheelchair most of the time.0 -

I really wouldn't know how to legislate it... write a law to the books... without applying some sort of numbers to it.
Like, I believe 15 goes into 25 a lot easier than 25 into 15. Meaning, gender should also come into play.

We need to understand paedophiles better, remove them as a threat to society by imprisonment if they actively commit crimes, attempt to rehabilitate them and not demonise them. 9/10 of paedophiles were abused as a child.
