 True, not necessarily a great indicator, but it IS his very first decision as President-elect. I have a hard time believing this was the best candidate.

 Chief of Staff has to be someone that you can trust first of all. Apparently Rahm is someone that he knows well.
 As a member of the Ways and Means committee, he probably has good knowledge of exactly how things get done in congress, and with him chairing the DCCC during the '06 elections, he has probably built up some favors with those elected/re-elected then.My whole life
