Slater's prices are typically VERY reasonable, especially with his newer stuff. The Who was a bit high, but given the lower run and paper, it was going to be more. Most of his new ones are no more than $30 with shipping, and are very high quality, whether one likes the design or not. Some of the older ones he put up today to sell were from his personal collection, probably meaning the very last few. Should that Tool be $200? Prob not, unless it's a #1, but I can see why he wouldn't to sell it for half that or less, just so someone else can flip it and make a profit.
