There were 41 prior arrests for sex at this location (bathroom). He got caught in a sting as it had become enough of a problem.
They guy is a hypocrite in denial...he knew the code...must have been an amazing string of coincidences. However, he plead guilty before getting a lawyer, so he's either extremely stupid, or definitely lying.
I'd say 99.999% chance he's a hypocritical liar and now actually trying to weasel out of it in a legal battle.
