Evidently there were reports of lewd behavior and men soliciting sex from that particular bathroom. That is why there was an undercover cop there in the first place. Craig demonstrated the reported behavior of someone looking for man lovin so he was detained. It is not like he will have to serve time for this but for someone who voted against every piece of gay rights legislation in his term he deserves the embarassment for being a hypocrite.

I went and read the police report last night. It says that Craig actually stood outside the cop's stall and was repeatedly peeping inside to see what he could find. He didn't go away - he just stood outside and kept peeping inside for something like 2 mins. or more.
