    yes, in a country fully capable of providing security... capable but not so willing. They get a measure of security..

    People expected the government to step up which it didnt. In your scenario there is no government, hence people would have to step up.

    yea but in a matter of weeks and months "normal" life slowly has come back. football games are being played, contruction is booming. are things perfect down there? no.

    are there suicide bombers blowing up government offices? are rebel militias in control of any area of the city? have foreigners gained control of anything?

    we cant? I was just there 2 months ago. I stayed downtown. things aren't perfect but cant not be compared to baghdad.

    You are missing the point - there is lotza security in New Orleans - police - government - Military intervention

    but it does show the tendancy - and how bad it can get with just a very small lapse in security

    Iraq has been completly without for 4 years....

    before you are done circle jerking with Abus. I must point out the american troops are the ones assisting with that security. again, not perfect, but somewhat effective. there is a functional government and the Iraqis are being trained to defend their country.
