I don't think that's what he thinks but rather what you choose to take from it. To me he is saying that the US sure does a lot to help these guys become the expert killers they are. They may have been warped before hand but training and funding them into well crafted killers isn't such a bright idea unless your end goal is instability and endless war...and that's the point I think he is making. War is so profitable, who needs stability and peace? They aren't worried in the least about making this world safer for anyone and to believe otherwise is a bit naive, imo.
