This just highlights the main reason this economy is going down the shitter. The whole concept of this idea is fucking stupid. Here is a tax break, dont go and invest or save it... blow it at some business, hopefuly the dip shit you gave your money to will do what he is supposed to with that money (minus taxes) and spend it, and so on and so on... dont create any wealth for you and yours... just blow this extra cash cause it will help our economy... Here is a better idea... take that 100 Billion and create a program to find the next renewable energy. Provide Jobs in a "new" industry, make it something the whole country can get behind.

This didn't get much attention, but it really is an interesting point. How can one be rebated something they never originally paid?
It doesn't say people who NEVER paid taxes, just people who didn't (for whatever reason) qualify to pay taxes last year. Spliting hairs?? yes, but there are people who were unemployed and/or only worked part time last year who (hopefully) are making enough this year to contribute to the tax base.
