    Look, I'm quite sure that being named penis would be very distressing for a kid.
    But as I said before, kids will find a way to bully and torment regardless.
    You can't name a kid purely hoping to save them torment. We can't predict the future.

    I actually spent some time being called Penis myself as a kid. Because somehow kids found a way to rhyme my name to it. :o
    It sucked, (:D perhaps poor word choice) but you get over it and move on.
    My point is, the state should have nothing to do with naming kids.
    Or any other decision like it. It's not their business.
