    The Education Dept.’s civil rights office is one of the U.S. government’s largest enforcers of the Civil Rights Act of 1964, investigating thousands of allegations of discrimination based on disability, race, gender and more each year.

    The layoffs "will strip students of equitable education, place our most vulnerable at great risk and set back educational success that for many will last their lifetimes,” said Katie Dullum, a former deputy director of the Office for Civil Rights.

Zeldin’s assault on the E.P.A. is so broad that it could affect everything from arsenic pollution to zebra-mussel control. But the administrator has trained his heaviest ammunition on efforts to limit climate change. To carry out this bloody deed, the E.P.A. is planning to rescind a set of Biden-era rules aimed at curbing CO2 emissions from power plants, unravel another set of rules meant to curb emissions from cars and trucks, and revise the way that the government assesses the damages of climate change. Most gruesomely of all, the E.P.A. wants to revisit what’s known as the “endangerment finding”—which concluded that CO2 and other greenhouse gases are a threat to the public’s health and welfare, and which became the basis of the agency’s efforts to regulate the harmful substances.
