NEW: Russia formally rejects any proposal for a ceasefire that doesn’t include the complete capitulation of Ukraine and the west.
Russian officials also requested Ukrainian troops withdraw from territory currently in Ukrainian control as a “compromise”.
The reduction of the Ukrainian military to 100,000 or less and a complete abandonment of NATO membership are also requested.

He's likely positioning it that it's not a repayment for the funds expended, but it will be signed as part of a security agreement and rebuilding. At least I hope that will be the position. Nothing works without ongoing military support and/or security assurances.cincybearcat said:

Wait, could it be possible that Z is outsmarting the POTUS on this one? According to S&P, the rare materials are based on geological surveys from the Soviets in the 60s and 80's, they are very difficult to extract, and...ironically, the vast majority are in the east, in Russian-occupied territory. So the US would have to support the removal of the Russians and likely finance the extraction, which is a benefit to Ukraine. That all assumes they even exist.
