I would say what Comey said was exactly that, a "definite or clear expression of something in speech". it was pretty damn clear to me. not sure why you are focusing so headstrong on semantics, is what this boils down to.

at 3:30 p.m. Eastern Time, citing “an extensive legal and policy review”
that concluded that it was “vitally important” to cooperate fully with
Congress and that the company could do so in a way that didn’t endanger
user privacy, according to a blog post by Facebook General Counsel Colin
Stretch.
