Both membership reminders and the seating maps being posted on Ticketmaster lead me to believe there will be an announcement before 11/10..but I thought the announcement was coming last week. I dont thikn either of the last couple of tours were first announced via the newsletter.
Someone on Facebook said that a local tv station in Quebec City has confirmed that Pearl Jam will play at their new arena. I technically don't know if it's true, but at least there's some sort of new info here

Not like K.Curtis or management can't work from the road, but considering the band leaves for South America tomorrow, guessing the hammering out of final tour details, the announcement and presale roll-out is coming later, rather than sooner.
I personally don't mind either way. Its coming and we have a roundabout idea of the routing. So, we have time to prepare for this. That's great. Still, this band hasn't typically just popped an album or tour news out of nowhere in recent years. They'll be a countdown clock or something to build anticipation outside of the hardest of hardcores who are already booking hotel rooms and allocating funds for a tour there's no official word on, or even a hint to yet beyond a generic tease to keep your membership current. I'm just happy they appear to be touring again soon and there great shows and good times to be had soon enough.
The later the announcement the better the chance of Europe in the summer (festival) time - liking the torture, likely won't be able to travel stateside anytime soon (my 3500$ withdrawal from my Mastercard from the NYC trip last month tells me)
