Look at some rich and/or militarily strong neighbours in IS's predominant playground: Turkey, Israel, Saudi Arabia, Iran, UAE not too far away.

This is critical: having the means to solve a problem locally should factor into the decision for non-regional powers to provide assistance. That's why I'd agree with Romeo Dallaire in the case of the Rwandan Genocide, and would say that his statement does not hold true (not unequivocally, at least) with regards to the handling of IS.

I'm glad he's coming to visit. Between public condemnation of settlement constructions, and a refusal to allow Israel to govern the conversation about Iran's nuclear capabilities, America has finally shown Israeli leadership that they do, in fact, answer to someone.

Netanyahu clearly was expecting the invitation to speak with Republicans would also get him into the White House doors to discuss with Obama, and the refusal from the White House was clearly a slap in the face. Netanyahu will look nothing but desperate and pathetic (at best) in this visit. Which is great. Worst case scenario, Israelis start to see Netanyahu as the destroyer of the bipartisan relationship between the US and Israel, and maybe speak with their votes this coming month. Maybe the next Prime Minister of the country won't be a monster.
