The AL Central certainly has more WS titles than the NL East (12 vs. 6). Aside from the Marlins every 3-4 years, in the last 15 years, the Braves have been the most consistently competitive in the NL East. In the AL Central, its been the Twins, Tigers and White Sox, and in the 90s it was the Indians. There's at least an argument to be had for parity between the divisions; I don't think its accurate to say that top to bottom the NL East is a superior division. Possibly this year, but not in recent history.
Ok. ..
1 - What does total number of WS titles for a division have to do with anything?
2 - Braves 3 (1914, 1957, 1995), Marlins 2 (1997, 2003), Mets 2 (1969, 1986), Phillies 2 (1980, 2008) - that makes 9.
3 - White Sox 3 (1906, 1917, 2005), Indians 2 (1920, 1948), Tigers 4 (1935, 1945, 1968, 1984), Royals 1 (1985), Twins 2 (1987, 1991, also Senators in 1924) - that makes 12 or 13.
I don't think the 1906 Hitless Wonders or Denkinger's blown call in 1985 do anything to make the AL Central a better division. :?Spectrum 10/27/09; New Orleans JazzFest 5/1/10; Made in America 9/2/12; Phila, PA 10/21/13; Phila, PA 10/22/13; Baltimore Arena 10/27/13; Phila, PA 4/28/16; Phila, PA 4/29/16; Fenway Park 8/7/16; Fenway Park 9/2/18; Asbury Park 9/18/21; Camden 9/14/22; Las Vegas 5/16/24; Las Vegas 5/18/24; Phila, PA 9/7/24; Phila, PA 9/9/24; Baltimore Arena 9/12/24; Pittsburgh 5/16/25; Pittsburgh 5/18/25

Of course not. I'm only making the case that the AL Central isn't clearly a weaker division than the NL East. Possibly this year, but in the last decade, the 2 divisions been pretty comparable. For every Braves team, there's been a Twins or a White Sox team that's solid. For every Phillies team, there's a been a solid White Sox team. For the AL Central's Royals, there's been an equally bad Nationals team (worse???). My point is that recently, and historically, parity exists. The AL Central may be weak this year (although for a while there were 3 teams in legitimate contention) but in this decade I think its a stretch to say that its been markedly worse than the NL East. In the 2000s, 3 of the 5 teams in the AL Central have won a division title; 3 of 5 teams in the NL East have won a division title. Without splitting hairs, its a reasonable conclusion that the NL East and AL Central are relatively comparable divisions.
My fault on the miscount of WS titles.1998-06-30 Minneapolis

The whole NL is weak. If the Twins were in the National League they'd win the pennant every year.So this life is sacrifice...

I don't really have much of an argument anyway.
