I have always thought it depended on where you are seeing your show. I have been a 10c member for almost 18 years so my member # is pretty low.
I live in the Memphis area.
I bought 10c tickets to see PJ play in Knoxville in 1998. I couldn't wait! thought I would have killer seats!
NOPE..... The seats were not good at all. All the way in the back of the venue.

If you just joined the ten club in 1998, like your profile says then your seats to the 98 show would probably not be that great. I joined in 1998 as well and my seats have been good just depends how many other ten club members show up and if they have more seniority than you. My friend Logan has been in since 1994 and he got third row both nights in Chicago because the first two rows are lotto only. I have been in since 1998 and my seats are usually around the 10th row or so. I got 11th row at Eddie's solo show in Atlanta this past June.
Like I said this is just how I think it is done. My seniority helps me get better seats at concerts IF they are playing in or around my home where my seniority is compared to others around me who are also in the 10c.Then if I travel to another part of the country (say New York)even though my 10c# might be lower than others at this show that doesn't matter because there are people who live there who deserve that better seat more than me. Does any of this make sense?
It has NOTHING to do with where you live. The reason you got such amazing seats in Memphis in 2000 is because 10C only allowed people to buy 1 pair of tickets for the entire tour...AND they distributed them in blocks. So if first 4 rows were from 10C #'s 1-102xxx....if member 102xxx picks up their ticket first they get front row. If member number 1 picks their ticket up right before the show (ergo last) they get 4th row.
In 2003 you said you went to Little Rock...there wasn't a whole lot of fanclub people who travelled to that show compared to other cities on the tour so thats why your number got you 2nd row there.
In places like LA and NYC they have a MUCH larger fanbase and more people travel to those cities than to Little Rock and probably Memphis to see Pearl Jam. In Little Rock you're competing with maybe 100 other people vs 1000 other people in NYC.
Sometimes 10C does make mistakes...look at Seattle 2 on this tour...and Grand Rapids 06 just to name 2 shows. Shit happens, their human and sometimes they can't control what dishonest shithead ticket employee's for certain venue's do behind their back.
They really do DO the best they can to make sure our tickets are allocated fairly.
If you've been a long time fan club member like me (almost 15 years), don't expect to get your seats based on your "seniority". Read the boards and you'll find tons of people who have long years in and joined before it was called the Ten Club who got shafted on seat assignments.
Second tour in a row that they tooled me on seats.
The seniority based seating is complete BS and a total lie.

I got shafted on 10C seats for the Seattle 2 show. Big whoop! First time in like 35 TC ticket shows I've been to. Shit happens. Ten Club is awesome and anyone who says not is a fool. I joined because I liked the band, not for the equivalent of a Ticketmaster presale password.
All I have to say is....as long as you're in the building you're good. The fact that on any given night you can experience the greatest concert of your life is amazing. The REAL point of 10C tickets is to help guarantee that the bands TRUE fans get in the building. My brother been a member since 96, me since 98 and my girl since 06....I've sat from nose bleeders to within feet of the band and the point is I really don't care where I sit. I sat on the lawn in 08 for the Hartford show and up until night 2 in Seattle it was the best show I've ever seen.
Point is...just be happy your there to experience it rather than cry where you sit cause when they play Habit on 10/31 and I'm sitting in the last row in the house I will rock out with my you know what out!

Great seats at the Spectrum in 2003. In 2008, I was 22nd row all the way almost against the side wall at the same venue (in fact I had almost the exact same seats both nights.) I really can't come up with any good reason for that (and yes I'm aware of the change in policy for rows 1-2 and 9-10).

ah ... i've talked about this with other fans who were in the same boat. I think it has a lot to do with NYC-area fans making the pilgrimage to Camden. In 2000, PJ played 3 shows at Jones Beach, so it's mostly likely many NYC-area fans didn't make the trek. Two of my friends who usually get 5th-6th row got 1st-2nd row. Also in 2003, the Spectrum show was just two days before the Uniondale, NY show. In 2008, you can't make the argument about NYC-area fans because there were 2 MSG shows after the 2 camden shows. However, in 2008, you were automatically starting 4-rows back because the 1st-2nd and 9th-10th rows were used for lottery.

i've been in 10c since 2002, my first tour in 2003. i am a NYC area resident, so live in a highly populated area, with a LOT of fellow pj fans, and also where many choose to travel to see shows. my 10c seats on the east coast have been VERY consistent over the years. when i choose to travel, that's when my # can do far better (or simply GA) but 10c most definitely assigns by seniority. sure, there have been gaffes, and there also have been some changes....but it's still seniority. there are many factors that come into play as others have already mentioned - how big a 'tour' are they playing, how many 10c tix available, how many 10clubbers travel to shows, the location of shows you see.....all coupled with your 10c #. and so it goes....
my number is 410xxx and my seats usually suck so i think it works pretty well haha...alll in all there not too bad and im always happy to be there but considering my seats seniority is usually in place
They've never done me wrong...member since the dawn of time (49XXX). I usually have 2-3 row seats. I expect I'll be farther back this tour with the 1-2 row thing...which I'm not too happy about. Someday I'll get to that 1st row...patience. Pearl Jam fandom comes in waves but those that are true will ride the tide.

I've had nothing but good experiences with my 10C tickets. I joined in 2001 and first bought tix to the Irvine Meadows/Los Angeles/Orange County show for the 2003 Riot Act tour. Those were the worst seats I have gotten but they were still really darn good....Front row of Loge if I remember correctly.....sure they weren't in the Orchestra down in front but what I got was still great. I couldn't complain one bit since I was only in 10C for 2 years at the time. I got phenomenal seats to their shows at the LA Forum in 2006. Last week I got great seats in the Orchestra (but to the far side of the stage) for last week's 9/30 show at Gibson Amp.
We'll see what I get for this weekend's show in San Diego.
All I can say is that the 10C has been very good to me since I joined. I'm grateful to just be in the building let alone get some great seats at a fair price.

I do not think posts like this are cool. I feel very badly for the Ten Club admins. and staff. They clearly work hard and do their best, and they often get bashed on these boards. It is truly a thankless task.
Be lucky it is not run like the Police fan club, where you have to pay over 100 dollars a year for the previlige of paying over 100 dollars to see them live.
My number is 402xxx and I was lucky enough to get in the 8th row of the orchestra for LA2. If, in the future, I get worse seats than that I would never complain.
