There are restricted endowments and there are unrestricted endowments. Endowments are funded by donors, sometimes for very specific purposes and other times the dollars are put into the unrestricted endowment, based on the donor’s wishes or the purpose of the fund raising drive, general fund, scholarships, specific school/college/discipline or new building/major renovations or research/teaching focus.
And yes, donor money is legally required to be spent for the declared purpose/mission as solicited and/or donated. Also, subject to both internal and external audit and reporting requirements.
