I wouldn't lump the Afghanistan and Iraq wars together as "proactive" wars. The Afghanistan war targeted the Taliban, which had given safe harbor to Al Qaeda, which had attacked the U.S. on September 11, 2001. The Iraq war was based on false pretenses about WMDs and ginned-up false connections to the September 11 attacks. The Afghanistan war was justified but poorly executed. The Iraq war was unjustified and poorly executed.

To think it was as simple as Putin just decided on a whim to attack Ukraine is dangerous and reckless at best. This is ahistorical nonsense. Of course this didn't happen on a whim. Putin was aiming to do this for years. He went into Crimea in 2014, waiting to do it until after the Sochi Olympics were over. He invaded eastern Ukraine in 2022, waiting to do it until after the Beijing Olympics were over. It's all calculated, and it has been his dream since the Soviet Union broke apart. He has stated this publicly. He also baldfacedly lied about those troops massed on the eastern border of Ukraine not being an invasion force.
