    I haven't seen reporting about failures elsewhere, but I have seen it with DoD.  since it falls within budgeting purview, this 3rd party auditing , if legal , should be contracted by Congress being keepers of the purse.

    Executive has no part in it other than making the budget requests then signing them into law.
