I have no idea. I do remember that seat belt laws were a huge deal here when they went in. In fact, we would have seat belt check points at baseball fields and such. People coming in/out would get tickets. It was a generational thing and it took many years to change the culture of wearing belts.HughFreakingDillon said:

As a transportation professional, I can tell you that adding lanes does not ease congestion and in fact sometimes makes it worse. I'm not really sure that makes his mask point true, but I guess it's evidence for the general need to watch out for unintended consequences. And I agree with you that we'll never truly know mask effectiveness because of compliance levels (and nose-out clowns). My boomer parents were dragged kicking and screaming towards wearing seat belts. They grew up riding in cars that didn't have them. They thought seatbelts were "uncomfortable." It was a rare instance as kid where we flipped roles. By the time the seat-belt laws took hold, they were over it. The seat-belt laws were always an interesting debate but anecdotally, I don't really feel like I saw resistance because of the law. Non-wearers were usually old-schoolers that couldn't get into the habit. But I really don't think the laws impacted the culture one way or another. That said, there was no internet and Fox News. Could they have actually caused people to not wear seat-belts out of spite? (I'd say no; the belts protect the wearer while the masks protect others.
