    "I am deeply concerned by the anti-Semitic sign at Ohio’s Statehouse during a recent protest rally.  The sign was vile and disgusting. While even disgusting speech is constitutionally protected, it still demands condemnation.  The recent Internet post by Ohio State Senator Andrew Brenner, likening Ohio’s Department of Health Director’s actions to fight the corona virus to those taken by the Nazis in Germany during World War II, must also be condemned.  The comments showed a complete lack of understanding of the Holocaust -- made even more offensive by posting on Holocaust Memorial Day -- and was a slur on a good, compassionate, and honorable person who has worked non-stop to save lives and protect her fellow citizens.  Any complaints about the policy of this administration need to be directed at me.  I am the office holder, and I appointed the Director.  Ultimately, I am responsible for the decisions in regard to the corona virus.  The buck stops with me."

    Republican strategy memo advises GOP campaigns to blame China for coronavirus

    ‘Don’t defend Trump,’ the memo says. ‘Attack China.’

    A new Republican strategy memo advises Senate candidates to blame China for the coronavirus outbreak, link Democrats to the Chinese government and avoid discussing President Trump’s handling of the crisis.

    The 57-page memo, drafted by a D.C.-area GOP strategist, was distributed to campaigns this month by the National Republican Senatorial Committee. It’s existence was first reported Friday by Politico.

    If asked whether Trump is at fault for the nation’s unpreparedness as the virus spread, the candidates are told, “don’t defend Trump, other than the China Travel Ban — attack China,” according to the memo, a copy of which was obtained by The Washington Post. The memo urges Republicans to acknowledge that U.S. public health officials “acted late,” then say that is China’s fault.

    “The virus came from China and China covered it up,” the memo suggests the candidates say. They can add: “I wish that everyone acted earlier — that includes our elected officials, the World Health Organization, and the CDC.” It also encourages candidates to commend Trump for enacting a travel ban to China.

    The advice to down-ballot candidates is consistent with an ongoing Republican effort to brand presumptive Democratic presidential nominee Joe Biden as “soft” on China. The Trump campaign and a pro-Trump super PAC have each released ads linking Biden with China, the latter even created a website called “BejingBiden” to highlight the former vice president’s alleged ties.

    The Democratic Senatorial Campaign Committee slammed Republicans over the memo. Republican senators are relying on these talking points because “they can’t defend their own records, and they’ve been told not to defend the president,” said DSCC spokesperson Helen Kalla. “Ignoring warnings from the intelligence community, sending PPE to China, and failing to properly prepare the country — that’s the legacy of this administration and the Republican Senators who continue to support it.”

    NRSC spokesman Jesse Hunt said, “We routinely send campaigns different documents and sources of information dozens of times per week. That’s the role of the party committee, especially in these volatile times.”

    So far this campaign cycle, the NRSC has paid $160,000 to the consultancy firm of Brett O’Donnell, which drafted the document, according to Federal Election Commission data.

    “Under President Trump’s leadership, Republicans gained more Senate seats than any president in midterm elections in the last 50 years,” Tim Murtaugh, the Trump campaign’s communications director, said late Saturday in a statement. “The senators are getting bad advice from Brett O’Donnell and are well aware that President Trump has unprecedented support from Republicans nationwide. They will need that enthusiasm to be successful in November.”

    The Biden campaign put out its own China-focused ad this week, hitting Trump over his praise of Chinese leader Xi Jinping’s handling of the virus. In the ad, Biden says he would have been much tougher on the Chinese government’s lack of transparency.

    Asian Americans have criticized both politicians for using China as a political cudgel, which they say perpetuates racism.

    As the disease began to take hold in the United States, Asian lawmakers urged officials not to reference it as the “China virus” or the “Wuhan virus,” after the city where it originated. Rep. Judy Chu (D-Calif.) sent a letter to her congressional colleagues on Feb. 26 urging them to stop using terminology that stokes fear and prejudice against Asian Americans.

    “Since the outbreak of COVID-19, we have seen a surge of discriminatory rhetoric and violent attacks against Asian Americans across the country,” Chu wrote in a letter signed by members of the Asian Pacific American Caucus. She added: “Even just looking Asian has been enough to incite attackers to hurl insults and accuse individuals of being disease carriers.”

    The memo encourages Republicans to use these kinds of concerns to suggest Democrats “are more obsessed with being politically correct ... than standing up to China and making sure this doesn’t happen again.”

    It also provides GOP candidates with how to respond if asked whether this focus on blaming China is racist. They are to say that, “No one is blaming Chinese Americans. This is the fault of the Chinese Communist Party for covering up the virus and lying about [its] danger. This caused the pandemic and they should be held accountable."

    New York Gov. Andrew M. Cuomo (D) is managing the worst coronavirus outbreak that any state has suffered. He has also been a frequent and vocal critic of Congress’s reluctance to help states through the economic recession and budget blizzard brought on by the covid-19 pandemic.

    At his Thursday news conference, Cuomo dubbed the suggestion from Senate Majority Leader Mitch McConnell (R-Ky.) that states utilize bankruptcy rather than seek federal money “one of the really dumb ideas of all time.” (As an aside, apart from whatever concerns one might have about allowing states to declare bankruptcy, bankruptcy is entirely ill-suited to this situation given that states are not overspending, neglecting reserves nor accruing debt they cannot repay.) The governor continued:

    How do you not fund police and fire and teachers and schools in the midst of this crisis? Yes, airlines are important. Yes, small businesses are important. So are police and fire and health-care workers, who are the front line workers. And when you don’t fund the state, then the state can’t fund those services.
    It makes no sense to me. Also, it makes no sense that the entire nation is dependent on what the governors do to reopen. We’ve established that. It’s up to this governor, it’s up to this governor, it’s up to this governor, but then you’re not going to fund the state government? You think I’m going to do it alone? How do you think this is going to work? And then to suggest we’re concerned about the economy, states should declare bankruptcy? That’s how you’re going to bring this national economy back? By states declaring bankruptcy? You want to see that market fall through the cellar?

    Cuomo drilled into McConnell’s assertion this would be a “blue-state bailout,” since the hardest hit states are those with dense, urban (and, therefore, Democratic) areas. “How ugly a thought. I mean, just think of what he’s saying,” Cuomo stated. “People died. 15,000 people died in New York, but they were predominantly Democrats. So why should we help them? . . . It’s just not who we are as a people. If there was ever a time for humanity and decency, now is the time.”

    He added, that “There is no red and blue. There should have never been a red and blue when it comes to any important issue, but certainly not now. And that’s not what this country is all about.”

    Cuomo, obviously outraged by the majority leader’s comments, later came back to the issue of bailouts. Cuomo, referring to McConnell as the “grim reaper,” pointed out that “New York state puts much more money into the federal pot than it takes out. Okay? At the end of the year, we put into that federal pot $116 billion more than we take out. Okay? His state, the state of Kentucky, takes out $148 billion more than they put in. Okay?” Cuomo concluded, “Senator McConnell, who’s getting bailed out here? It’s your state that is living on the money that we generate. Your state is getting bailed out. Not my state.”

    Cuomo’s comments touch on not just the general hypocrisy of red-state members of Congress (who want the feds to make up for their underfunded state governments), but on the implication of rotten decision-making by some Republican governors (not all; and thank goodness for Ohio Gov. Mike DeWine and Maryland Gov. Larry Hogan) to delay stay-at-home orders or avoid them all together (e.g., North Dakota, South Dakota, Iowa, Nebraska, Arkansas) and then to attempt to push businesses into reopening without a testing program and when hospital admissions and covid-19 cases are still unacceptably high (e.g., Georgia, Florida, South Carolina, Tennessee).

    Following McConnell’s logic, should Americans refuse to bail out red states for asinine political decisions that are likely to increase health-care costs and deaths in these Republican states? No, because our fellow Americans who are victims of stupid political decisions should not be penalized.

    This is, however, a good time to call red-state voters’ attention to the quality of the leaders they have elected. Are they making you more likely to become sick? Are they acting rationally after considering expert advice? Perhaps voters in previously red states will, going forward, decide not to elect ideological know-nothings and science deniers at either the state or federal level. We can only hope this tragedy causes them to reflect seriously on the need for competent, data-driven government. Lives literally depend upon it.
