    Signing statements are meaningless.  They hold no weight in court or congress.  They are essentially a weak ass line item veto, which is unconstitutional.  So he can say what he wants at this time, but we'll have to see how it plays out.  From what I've read, that would violate the terms of the law.

    however, does congress have the authority to give treasury funds for us but withhold or delay the business funds? Seperate groups of money or one big pot?
