 The Russo brothers said that it was because they wanted to find a way to develop Banner's character after he was Hulk for such a big part of Thor: Ragnarok.  Thought it was as simple as that. After Hulk coming into "his own" in Ragnarök, they should have just kept him like that. I don't think this worked out as good as I bet they feel it did.goldrush said:

 - Give him a mechanical deus-ex suit just like Iron Man, instead of having him have wits and his home-sawn suit.
 - Let him tell everyone he's Spider-man or let everyone figure it out because they are to lazy to make him try to keep it hidden which is a BIG part of the character.
