Broken system for sure, government that doesn't represent its people and way too much power at the Presidents disposal!
Triple T+P can spend those funds as they see fit, it was gracious that our congress made their allocations and recommendations.
Im sure it will end up in the courts, in the end its difficult for any branch of government to over rule the chief executive on "in the interests of national security".
