Here are 14 possible articles of impeachment against the President and Vice President.

1. Leaking classified information by disclosing the identity of Valerie Plame to reporters.

The President and Vice President unlawfully leaked classified information, the identity of a Non-official Cover, Valerie (Wilson) Plame, to a person or persons not authorized to receive such information, namely, Robert Novak, a reporter for the Chicago Tribune, and Matt Cooper, a reporter for Time Magazine.

Law violated: National Security Act of 1947.

Whoever, having or having had authorized access to classified information that identifies a covert agent, intentionally discloses any information identifying such covert agent to any individual not authorized to receive classified information, knowing that the information disclosed so identifies such covert agent and that the United States is taking affirmative measures to conceal such covert agent’s intelligence relationship to the United States, shall be fined under title 18, United States Code, or imprisoned not more than ten years, or both.

(b) Whoever, as a result of having authorized access to classified information, learns the identity of a covert agent and intentionally discloses any information identifying such covert agent to any individual not authorized to receive classified information, knowing that the information disclosed so identifies such covert agent and that the United States is taking affirmative measures to conceal such covert agent’s intelligence relationship to the United States, shall be fined under title 18, United States Code, or imprisoned not more than five years, or both.

© Whoever, in the course of a pattern of activities intended to identify and expose covert agents and with reason to believe that such activities would impair or impede the foreign intelligence activities of the United States, discloses any information that identifies an individual as a covert agent to any individual not authorized to receive classified information, knowing that the information disclosed so identifies such individual and that the United States is taking affirmative measures to conceal such individual’s classified intelligence relationship to the United States, shall be fined under title 18, United States Code, or imprisoned not more than three years, or both.

(d) A term of imprisonment imposed under this section shall be consecutive to any other sentence of imprisonment.


2. Lying to congress -- passing false information about Iraq's WMD capacities.

George Bush and Dick Cheney passed false information to Congress about Iraq's weapons of mass destruction capabilities, to wit, their possession of chemical weapons, biological weapons, and delivery systems. Furthermore, George Bush and Dick Cheney passed false information to Congress by falsely stating that Iraq was an imminent threat to the United States and that military action was therefore necessary.

Law violated: 18 USC 1001.

Whoever, in any matter within the jurisdiction of any department or agency of the United States knowingly and willfully falsifies, conceals or covers up by any trick, scheme, or device a material fact, or makes any false, fictitious or fraudulent statements or representations, or makes or uses any false writing or document knowing the same to contain any false, fictitious or fraudulent statement or entry, shall be fined under this title or imprisoned not more than five years, or both.


3. Extraordinary Renditions.

George Bush and Dick Cheney authorized the arrest and transporting of prisoners to secret jails in Morocco, Syria, Jordan, Egypt, and Eastern Europe for detention and torture without trial.

Law violated: 6th Amendment of the Constitution.

In all criminal prosecutions, the accused shall enjoy the right to a speedy and public trial, by an impartial jury of the State and district wherein the crime shall have been committed, which district shall have been previously ascertained by law, and to be informed of the nature and cause of the accusation; to be confronted with the witnesses against him; to have compulsory process for obtaining witnesses in his favor, and to have the Assistance of Counsel for his defence.


4. Detentions without Trial.

George Bush and Dick Cheney detained thousands of people at Guantanamo Bay without the possibility of trial and without access to effective counsel.

Law violated: 6th Amendment (see above).


5. Torture.

George Bush and Dick Cheney either ordered or caused other foreign countries to perform torture on suspects illegally detained under sections 3 and 4 of these articles.

Law violated:

8th Amendment.

Excessive bail shall not be required, nor excessive fines imposed, nor cruel and unusual punishments inflicted.



6. Misappropriation of Funds.

George Bush and Dick Cheney diverted funds from Afghanistan to Iraq as documented in Bob Woodward's "Plan of attack" and failed to notify Congress of such appropriations.

Law violated:

Iraq Liberation Act of 1998.

The President shall notify the congressional committees specified in section 634A of the Foreign Assistance Act of 1961 at least 15 days in advance of each obligation of assistance under this section in accordance with the procedures applicable to reprogramming notifications under section 634A.



7. Bombing Iraq without Congressional Approval.

George Bush and Dick Cheney authorized over 21,000 bombing missions on Iraq without Congressional approval before passage of the Iraq War Resolution in October 11th, 2002.

Law violated: Article I, US Constitution.

To declare war, grant letters of marque and reprisal, and make rules concerning captures on land and water;


8. Conspiracy to pass false information.

George Bush and Dick Cheney conspired to pass false information about the nature of the intelligence on Iraq to the US Congress in conjunction with British Prime Minister Tony Blair for the purposes of triggering a war with Iraq as documented in the Downing Street Minutes.

Law violated: 18 USC 1001 (see above).


9. Lying about Niger connection.

George Bush and Dick Cheney lied to Congress at the State of the Union and elsewhere by falsely stating that Iraq had procured Uranium from Niger.

Law violated: 18 USC 1001 (see above).


10. Contempt of Congress.

George Bush and Dick Cheney showed a contempt of Congress by stating their intentions to violate laws passed by Congress or cause others to do so over 750 times.


11. Illegal wiretaps.

George Bush and Dick Cheney repeatedly bypassed the court system by ordering wiretaps without authorization from judges and without obtaining a warrant.

Law violated: 4th Amendment

The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no Warrants shall issue, but upon probable cause, supported by Oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized.


12. Concealment of the existance or nature of Domestic Intelligence Programs.

George Bush and Dick Cheney concealed the nature and extent of the JPEN program, used for the purpose of domestic intelligence.

Law violated: 18 USC 1505

Whoever, with intent to avoid, evade, prevent, or obstruct compliance, in whole or in part, with any civil investigative demand duly and properly made under the Antitrust Civil Process Act, willfully withholds, misrepresents, removes from any place, conceals, covers up, destroys, mutilates, alters, or by other means falsifies any documentary material, answers to written interrogatories, or oral testimony, which is the subject of such demand; or attempts to do so or solicits another to do so; or

Whoever corruptly, or by threats or force, or by any threatening letter or communication influences, obstructs, or impedes or endeavors to influence, obstruct, or impede the due and proper administration of the law under which any pending proceeding is being had before any department or agency of the United States, or the due and proper exercise of the power of inquiry under which any inquiry or investigation is being had by either House, or any committee of either House or any joint committee of the Congress—

Shall be fined under this title, imprisoned not more than 5 years or, if the offense involves international or domestic terrorism (as defined in section 2331), imprisoned not more than 8 years, or both.


13. Destruction of Evidence.

George Bush and Dick Cheney destroyed evidence in conjunction with Plamegate.

Law violated: 18 USC 1505 (see above).


14. The use of White Phosphorus in Iraq.

George Bush and Dick Cheney authorized the use of White Phosphorus in Iraq in November 2004 during the Fallujah offensive.

Law violated: US Army Field Manual, Chapter 5, section 3.

(4) Burster Type White phosphorus (WP M110A2) rounds burn with intense heat and emit dense white smoke. They may be used as the initial rounds in the smokescreen to rapidly create smoke or against material targets, such as Class V sites or logistic sites. It is against the law of land warfare to employ WP against personnel targets.

    1. He lied us into war in Iraq. According to the U.S. media-ignored British "Downing Street Memo," he "fixed" intelligence around a pre-determined policy of preemptive war.

    2. Under his watch, the U.S. suffered its worst terrorist attack on its soil. He opposed an official investigation, then stalled for months on testifying before a hand-picked committee. Finally testified behind closed doors.

    3. He was "elected" under dubious circumstances in 2000.

    6. He failed to support the Kyoto Protocols, reducing greenhouse gases, but worked to open up Alaska's ANWR to drilling-despoiling an eco-system and increasing greenhouse gases.

    7. He chose Halliburton toady Dick Cheney to be his running mate-twice.

    8. He has attempted to pack the courts with ideologue-judges intent on overthrowing Roe v. Wade, and institutionalizing the police-state abuses of Patriot Acts I and II.

    9.His "No Child Left Behind" education policies have replaced learning with testing and allowed military recruiters access to our schools, cajoling our children with military options before their minds have had a chance to open, question and challenge.

    10.He is attempting to dismantle the Social Security system that has ensured "peace and freedom" for tens of millions of working Americans for seven decades ("peace" of mind and "freedom" from economic crises)-- rights hard-won by Labor and Progressives in decades-long struggles.

    11. He has allied himself with Right-wing ideologues to curtail or abolish stem-cell research vital to the conquest of debilitating and fatal diseases.

    12. He has failed to develop a coherent energy policy-except to prosecute wars for other peoples' resources. He fails to acknowledge the reality and impending disasters of Global Warming.

    13. He has continued the Globalization project of his predecessors: outsourcing jobs, hollowing our middle class.

    14. He has undermined the legitimate protective protocols of the C.I.A., politicizing the agency, awarding positions on the basis of ideological orthodoxy rather than merit and astute analysis.

    15. He has subjugated his Administration to Neocon ideologues like Richard Perle, William Kristol and Douglas Feith; men who have endorsed the "settlement," expansionist and Wall-them-in policies of Ariel Sharon, sowing the seeds of anti-Arab racism, war and destruction in the Middle East for generations to come.

    16. In spite of his rhetoric about freedom and democracy, he has allied himself with dictators in Pakistan, Uzbekistan, Egypt and elsewhere. He has increased the flow of arms to these states and others, fomenting instability, turmoil and war.

    17. He chose Rumsfeld as DoD Secretary twice, in spite of Rumsfeld's obvious failure to adequately plan for the post-Saddam era in Iraq, inducing massive "collateral damage," the looting of ancient treasures, and infrastructure destruction in a country we were legally and morally bound to rehabilitate.

    18. He endorses the weaponization of space, "Rods from Gods," and other exotic, Star-Wars technologies to establish a twenty-first century American global empire that is doomed to create an arms race with China and other opposing coalitions, sowing discord and wasting the resources of the world.

    19. He has presided over the most egregious media consolidation in the nation's history. While we have had "yellow journalism" and other media abuses throughout our two centuries of Republic/Empire, we have never suffered the consolidation of power that we have today. He has presided over the emasculation and cowering of PBS, while his disinformation troops have peddled fraudulent stories and comments to "reporters" like Judith Miller, Armstrong Williams and Jeff Guckert-"Gannon," poisoning the well of information, adding to the general confusion and Goebbelsization of our news.

    20. He lied about, misled, or misunderstood the astronomical costs of the Iraq and Afghanistan wars. He continues to do so, diverting tax money for education, health care, the EPA, transportation and social infrastructure into war-making and destruction.

    21. He has continued and enlarged the depraved Clinton policy of using depleted uranium on the battlefield; a policy bound to cause massive suffering and death to Americans and others for generations to come.

    22. He has alienated our traditional allies and more than a billion Muslims around the world. He has ransacked the good will extended to the nation after the 9/11 attacks, leading a crusade of vengeance and reprisal, most often against innocents, judging without sufficient evidence, arrogating to himself a crooked, self-righteous Texas sheriff's power to execute without justice.

    23. Under his watch, millions more Americans have been added to the ranks of the uninsured while health-care costs have exploded. His answer to these and other pressing social problems appears to be faith-based charities-in other words, preaching to the choir while stealing from the pews.

    24. Under his watch, the North Koreans have, apparently, developed eight nuclear weapons and Israel has continued to increase and refine its arsenal-now estimated as high as five hundred.

    25. He has murdered the English language.

    26. Violating the United Nations Charter by launching an illegal "War of Aggression" against Iraq without cause, using fraud to sell the war to Congress and the public, misusing government funds to begin bombing without Congressional authorization, and subjecting our military personnel to unnecessary harm, debilitating injuries, and deaths.

    27. Violating U.S. and international law by authorizing the torture of thousands of captives, resulting in dozens of deaths, and keeping prisoners hidden from the International Committee of the Red Cross.

    28. Violating the Constitution by arbitrarily detaining Americans, legal residents, and non-Americans, without due process, without charge, and without access to counsel.

    29. Violating the Geneva Conventions by targeting civilians, journalists, hospitals, and ambulances, and using illegal weapons, including white phosphorous, depleted uranium, and a new type of napalm.

    30. Violating U.S. law and the Constitution through widespread wiretapping of the phone calls and emails of Americans without a warrant.

    31. Violating the Constitution by using "signing statements" to defy hundreds of laws passed by Congress.

    32. Violating U.S. and state law by obstructing honest elections in 2000, 2002, 2004, and 2006.

    33. Violating U.S. law by using paid propaganda and disinformation, selectively and misleadingly leaking classified information, and exposing the identity of a covert CIA operative working on sensitive WMD proliferation for political retribution.

    Except for the fact that it's the American people who have the power to choose to have George Bush represent them, or not. The American people are responsible for who they choose to allow to stand in representation of them. The rest of the world is irrelevent in such a decision--the rest of the world is responsible for themselves and their own representation and what that says about them.

To the original post, many of the points are fairly sophomoric in their understanding of the law and its applications. Not that I don't think Bush has lied and broken laws, but the way the post reads, it was written for a 3rd grade civics class, and would be dismissed by anyone with a 4th grade understanding of civics.

    There is a difference between how US citizens are protected vis a vis enemy combatants and non-combatants. There is a difference between a military action and a declaration of war. There was/is certainly constitutional debate about the wiretappings (as a Libertarian, I'm opposed to what was done, but there is still academic debate about the constitutionality). There is obviously still uncertainty about the Plame leaks, although again, I'm sure it was Cheney.

    At any rate, most of the first post, while highlighting the shady practices of the current administration, don't comprise the solid case for impeachment as some believe. The the 2nd post is just silly partisanship, and has nothing to do with impeachability.

    We need to get past Bush & past this impeachment BS and focus on change. Support minor party candidates, or 2nd tier major party candidates who are bringing fresh ideas to the table, or advocating for the change you're seeking.

    I merely spoke to the fact that those in other countries have their own concerns and that other countries don't have any might in controlling representation in your country. It's an illusion to think we have any responsibility or power in the matter. At the same time, again, what we say and represent DOES speak for us. I'm fully aware that other countries also contain their own "lower" common denominators. The issue at hand in this thread is impeachment, so neither Canada, nor the rest of the world have that power, so when it goes to "oh yeah, what about your country", that point speaks to finger pointing and not realistic appraisal, imo.

    I understand there are tons of issues going on internally, and that are in process. I also understand that many don't support George Bush.

    I also think impeachment is a valid option, and when the idea is raised, it's entirely fair. It is also debatable.

    I think that the best shot at impeachment is the illegal wiretapping. It violates not only the 4th Amendment but also congressional legislation, and the president has admitted doing it. I truly don't understand why no one in Congress has taken any action on this.

    I disagree that we need to "move past" the whole impeachment idea. If this administration doesn't face any criminal penalties for it's actions, it's going to send a clear message to all future presidents:

    what this comes down to is this guy has done the country wrong and if there is any avenue to make him pay ... some people would like to see that happen ...

    It's not Bush we should be focusing on but the rogues gallery of crooks and swindlers behind him pulling his strings. Bush should be humoured and given a dunces hat and made to stand in the corner for a few hours. He should then be told to do his best to not allow himself to be so easily lead in future, and to stay away from the bad kids.
    He could then spend the rest of his working days presenting a wacky, zany childrens t.v show where he can have the freedom to pull funny faces, wear rainbow coloured pajamas, and have lots of - albeit small - people dolt on him and tell him that he's special.

    bush is definitely the puppet but he's not gonna gonna be none to pleased beiing fired i can guarantee u that ... the reality is tho - that its not so much about impeaching bush as it is unraveling the level of fraud that has been allowed to happen ...
