The jews had been immigrating to palestine since the 1800's to escape russian persecution. After the british conquered palestine in the early 1900's, they began selling the land to the jews in order to finance WWI. In fact, the Balfour declaration was written to ensure jewish financial backing.
Not to mention, the british eventually limited jewish immigration with the writing of the white paper and made it illegal for anyone in palestine to sell land to the jews.
So, no, there was no intentional spinning of conflict.
Jews were historically picked on because of their nomadic bent. They weren't settled down as the rest of europe, and were subject to the whim of the local rulers of europe. Much like the Romani people really, although the jews were a bit more settled than that. The rulers often hired jews as their economic advisers and tax people, especially since it was held those days that real christians shouldn't be concerned with money-lending or stuff like that. The jews came to be hated, and that was usually encouraged by rulers, who then got the heat diverted off themselves.
And some people just need someone to hate I guess. The jews were handy. And maybe still are.

The Jewish people are kind of an irregularity in most places. They aren't defined so much by the Jewish religion as much as the culture that surrounds being Jewish. For instance, there are plenty of Jewish people who aren't devout, can barely speak a lick of Hebrew, and don't go to Temple, but will still refuse to marry a non-Jew. The culture of Judaism goes beyond the Torrah and their religion, it goes beyond patriotism for the country they live in, which is what made them such an appealing scape-goat for the NAZI's. Jews didn't hate Germany, but being Jewish was always more important than being German.
I don't study religion, the history of the Jewish race is something I only have a casual knowledge but growing up and going to school in New York, I've had plenty of devout, and casually religious Jewish friends.
They are always a minority and have a very strong sense of solidarity for other Jews, which always makes them an easy target.
