I did go up to the China Lake Naval Weapons facility to see a live firing of the Vulcan Phallynx 20mm gattling gun that goes on the C-130 Spectre Gunships. You do not want to be on the recieving end of that mother fucker. It turned a tank into tiny bits of metal in seconds.
I was a Vulcan crewmember. I was in a towed-Vulcan (towed by Humvee) unit at Ft. Lewis, WA in 1991-1992. Let me tell you, it is a blast to fire up the 20 mm. The rate of fire is 3,000 rounds/minute (that's 50 rounds/second). It had a distinct sound that earned the nickname "fart gun". The Vulcan was developed for the army during the Vietnam war for short range air defense but has almost exclusively been utilized to attack ground targets. Supposedly we'd set them up along various rivers used by the VC and just obliterate their boats. During Desert Storm I was told two Vulcans basically destroyed an entire multi-story building that Iraqi soldiers were holed up in. Here's a link to the wiki page. There's not much too it:
The way it was explained to me was....basically if you approach Groom Lake on foot, you are monitored the entire time. You are monitored before you get near the warning signs. Then WELL before you can see anything beyond open field, a jeep with a minimum of three soldiers armed and prepared for combat will drive up to you. They will instruct you to turn back and if you are close enough they will forcibly take any audio and visual recording equipment you may have.
If you do not turn back, they will shoot you. They take their responsibility extremely seriously.
I also heard that certain groups of Boeing technicians and other government contractors have clearance around these testing facilities to a degree, but these groups are probably ex-military or have other close ties to the military.

Sentrys in charge of security are authorized to use deadly force against trespassers. They aren't there just to protect the Groom Lake facility... they are there to keep people without need to know access to Air Force systems throughout the entire Nellis Test Range. This doesn't mean they shoot anyone that walks up to the fence... but, if you decide to flee... you better be ready to take on live fire.
Any vehicle that ventures near the perimeters are monitored. They know who is prowling around. Ground sensors detect foot traffic and use of infrared imaging can see anything that produces heat... such a the human body.
And yes... civilan contractors can gain entry is they are cleared by the DoD and have specific work tasks assigned to them on a specific project. They are alwo sworn to an oath and will be held responsible and accountable for any breach of their clearances.
And as I said earlier... the Groom Lake facility is mostly used as storage these days. All of the black programs have been moved into the Tonopah facility... although you may be able to catch a glimpse of aircraft lights from a great distance from the 'Area 51' civilian viewing areas.
And... there are no space men there... no flying saucers.. no Roswell wreckage. Just aircraft, missiles and air defense systems that the Air Forces insists do not exist.
