Yes and no. You don't have the freedom to fly a hate speech flag. If you flew a flag that said "Kill the Jews" the government could and would force you to take it down.
The line is muddy, and for these flags (confederate and swastika), it's an often-tested area. So far, the courts are saying it is protected speech. But again, in this case that the OP is talking about, no one is trying to take it down. It's just that he or she is saying they find it offensive.

Kinda brings up a good point, in some high end area's the Homeowners Ass. has rules people agree to when they buy the house. The same rules could be used in a mobile home park. But must already be in place or agreed by current residents.
I have Jr. High kids who like to spray the Nazi symbol on everyone's fence, the city has a law against graffitti (sp?) in the city, so as home owner I have to go buy paint and cover it up. My block is so pissed we started covering up with really bright neon colors, and we take our brush and go directly over the lines, so all it does is make the graffetti bigger, childish yes, but city isn't doing anything to stop these kids, and if I don't paint over I get $200 fine. This way I get No fine.
Put up an Obama 08 sign, a rainbow flag, a swastika, a French flag, a Chinese flag, a Soviet (ole' sickle and hammer) flag, and maybe a "I hate Jesus" sign too just to be sure.
But really, I would personally be bothered by her flying this flag just as you are... but she has a right to fly it. There are much more important things in this life. People in this country could focus on much more important issues if they wouldn't get "offended" at anything and everything.

I think you're not allowed to desecrate your flag because you pledge allegiance to it as an American citizen. In Canada, we pledge allegiance to the Queen and the head beaver. (only half of that last sentence was true)
I personally don't understand why anyone flys any flag over their house. It doesn't make you any more "American" to do that (nor "Southern" if that's the case). You RARELY see that in Canada at private residences. In fact, most often in Canada you will see Canadian flags flown next to an American flag...by former Americans who feel the need to fly both flags instead of just the SSB.

Just before the Iraq war started I was at an anto war rally in Florida with some friends..anyway We had a giant american flag upside down. This pro war lady runs up to us and starts yelling "how dare you hold, the FLAG OF THE UNITED STATES OF AMERICA, like that..Go to Iraq and hold their flag upside down"
In my NYC neighborhood during the '70's there was a biker gang *not the well known one* that hung both confederate and nazi flags from the fire escape of the building they occupied. No one bothered them about it nor did the police, so I believe it is lawful to do so. Additionally, it was mixed group w/ black, white, hispanic and Jewish men. I see them all the time in CA. After Pirates of the Carribean came out, there was a resurgence of pirate culture, and lots of people think it's snazzy to have a skull and cross bones on their boat.
