i'd go with michael stipe, actually. His voice for the early IRS recordings was perfect for that music, but I think his voice has certainly strengthened.
I would also agree with Waits...maybe he has not become technicially better, but I think his approach should be an inspiration to all aging singers. Instead of trying to write songs with the same melodies as he would have 20 years before, Waits explored what his limited voice could do, and therefore I think kept himself vital.
