The Strokes were on a major label, thats not indie. I think you are confusing their "garage rock" sound with being indie. The Indie scene was around a long time before the Strokes.

If you say 25-30 years, then you definitely must include Seattle in the discussion. If you limit it to 20 years, Seattle could arguably not be one of the top contenders because of the lack of longevity from some of those bands you listed.
Also, you didn't set the context as American music so I could also add London to the mix. Honestly, I don't know how New York, Los Angeles and London aren't the front-runners here. No matter where an artist comes from, that's where the music is produced, marketed, and reported on.
If you are simply getting at which city gives birth to the best careers in music you're going to have a hard time winning that argument at all. There are interesting and talent-laden scenes all over. Austin, Texas, should be chiming in any minute now, too...
