Don't know. 2020 is lower than 2019 but higher than 2018. I don't recall anyone screaming about saving Seattle's soul back in 2019. It could be the 100 extra officers the new chief put out on the street. It could be the stimulus. It could be promise of police and other reforms or a combination of things, like it usually is to contributors to crime rates and solutions to crime rates.
What I find interesting is that there are probably 50+ other US cities with higher crime rates than Seattle's but nobody is screaming that they have lost their soul or have fallen. Why is that? Hint: 2 reasons and one begins with C and the other with A.

I think I saw something that compared crime statistics, arrests or reports, and compared them to 911 calls (you don't think people stopped calling 911, do you?). I think it said there was no discernable difference between the categories and that they correlated. I'll see if I can find it.
