    Texas Took Over Its Largest School District, but Has Let Underperforming Charter Networks Expand

    The state took over Houston ISD after one of its schools continuously failed to meet academic standards. But an analysis of records shows it’s been more generous with underperforming charter schools, waiving expansion requirements at least 17 times.

    In June, Texas Commissioner of Education Mike Morath embarked on the largest school takeover in recent history, firing the governing board and the superintendent of the Houston Independent School District after one of its more than 270 schools failed to meet state educational standards for seven consecutive years.

    Though the state gave Houston’s Wheatley High School a passing score the last time it assigned ratings, Morath charged ahead, saying he had an obligation under the law to either close the campus or replace the board. He chose the latter.

    Garvey, a Republican, has no political background and faces long odds in a state where Joe Bidendefeated Donald Trump by nearly 30 points in the 2020 presidential election. But the former baseball star, who played for the Los Angeles Dodgers and the San Diego Padres, is hoping his name recognition will give him a boost.

    “I played in front of millions of fans. I never played for Democrats or Republicans or independents — I played for all of you,” Garvey, 74, said in his campaign launch video that featured several images from his baseball career. “Now I’m running for U.S. Senate in California, a state that I believe at one time was the heartbeat of America and now is just a murmur.”
