Maybe means the live show may be a record. That's how I read it..along with mirrorball lp?
Neil’s previous plan (June 2021) was for Mirror Ball Live to be a CD / LP / Blu Ray box set, like previous releases:
Recently he seems to have pivoted away from these box sets again, and is concentrating on the Archives boxes. He could also just be holding certain things back until the release dates line up (e.g. releasing Mirror Ball Live around the same time as Archives 4, Alchemy near Archives 5 etc.)
The reissue of the Mirror Ball studio album is still due to be part of the sixth ORS vinyl box (along with Harvest Moon, Unplugged, and Sleeps With Angels), but we may need to wait a bit longer for Mirror Ball Live.
At the end of the day, Neil is Neil! He could change his mind again tomorrow, or he could just have so much going on that he forgot about this one.

On his new album, BEFORE AND AFTER, Young has approached a totally
eclectic collection of mostly obscure songs like a painter with a new
palette. Picking from a vast array of his originals, Young chooses
favorites from his playbook like a trip into his music history and
performs them mostly alone, taking a solo acoustic journey to a
new place. Each of the songs blend and create one continuous flow,
clocking in at a 48-minute pure and intimate listening experience.
Produced by Lou Adler and Neil Young and mixed by Young and Niko Bolas,
aka The Volume Dealers, this is unlike any other album he has released
to date.
Young describes BEFORE AND AFTER succinctly: “The feeling is captured,
not in pieces, but as a whole piece — designed to be listened to that
way. This music presentation defies shuffling, digital organization,
separation. Only for listening. That says it all”.
New versions of the songs themselves seamlessly move and morph with
mesmerizing clarity, beginning with his earliest Buffalo Springfield
appearance, "Burned," to the recent "Don't Forget Love" (from 2021’s
BARN) and including the previously unreleased song “If You Got Love”.
BEFORE AND AFTER will be available in four formats: vinyl LP; clear
vinyl LP (Limited Edition)), Blu-Ray disc featuring Atmos mix, Binaural
mix and Hi-Res 96/24 stereo; as well as Compact Disc.

The best I can tell from the press release, there may be no tracks breaks (or very few). Its supposed to be one piece. I think the part one denotes that this is just a part of the whole and instead of releasing 3 singles over the next 3 months, he dumped them all in a fashion thats consistant with the idea of the record.

Looks like the track list is 13 songs. On Apple Music, the part 1 is an EP of the first 3 songs as one track. Maybe rest of the album is divided up in a similar way?

This is like David Lynch movies on DVD, which are (sometimes, perhaps always) not separated into chapters.
