They have had problems getting the movies off the ground, they have had problems with scripts. Craig has not been happy with the problems/tempo.
Casino Royale came out in 2006. This will be the fifth Craig film and it comes out in 2020. Between QoS (underrated) and Skyfall (overrated) I think it was 4 years. Between this one and Spectre, there will have been 4 and a half years.
Brosnan had roughly 2 years between his films.

I believe numbers go higher than 10, in my experience. Some go quite a bit higher.
Hmm. Seems the movies have established there can be a "0012" etc. Always pictured it as being 001-009. And all I've heard of is 006 in Goldeneye, and wasn't there a 008 in Octopussy.
