Off topic but I just bought a 18$ Toronto Maple Leaf alarm clock for my nephew for Christmas off Ebay. They charged me 14$ for custom and handling at the door on top of the shipping. 10$ flat fee from Canada Post is outrageous.

Technically it's the CBSA that inspects packages coming into Canada (from usps to Canada Post). I believe the fee goes to customs. Canada post delivers the package after it goes through the CBSA (and collects the fee).
$10 is about as cheap as it gets for brokerage fee's. UPS charges a fee that depends on the value of their order. Usually a min of $30. Fedex is around $20 etc...
I will say, the CBSA really ramped up package enforcement about a year ago. They hired a bunch more staff and started being more thorough. The technical limit for mail packages coming into Canada is $20 cdn which is about $15ish USD? It's insanely low. The new trade agreement is supposed to increase it to a whopping $40 cdn ($30 usd).
Most people don't realize all this stuff because the CBSA was barely enforcing packages under $100. It seemed coincidental but enforcement magically ramped up during the heated free trade negotiations.
ps. if you can get the seller to mark the package as a gift the tax free limit goes up to $60 cdn.

True though Canada Post gets the handling fee which is 9.99$ and customs gets the taxes depending on the price of the item. I should have asked her to drop down the price but thought my 18$ item would of snuck through. The new NAFTA agreement is supposed raise this limit but it would have been nice to have been implemented before Christmas.
