Mutually assured... SK, Japan and NK. He would use them if we attacked Pyongyang. But I don't think there's much chance he would proactively use them. It's a stalemate and why I think we should be negotiating to re-enter the world community. NK has starved its own people and been a bad actor, but they haven't invaded other countries, committed acts of war, etc. So I'm not sure why we treat them like they are Germany circa 1938.
