The full bonus of $2,000 only went to those employees with 20+ years of service. Imagine working at WalMart for 20+ years as a greeter, cashier or sales associate. Of their thousands of employees in these categories, I'm willing to bet that not many have 20+ years of continuous service. The other thing is, once these folks use the bonus to pay down their debt or a one time splurge, the effect on the long run economy will be marginal at best. Kind of like Bush's tax cuts where the average person got $500 back. We saw how that turned out.
