President Donald Trump has made it clear his administration isn't planning to allow any additional outside aid to get into Puerto Rico in the wake of Hurricane Maria.
Speaking with reporters on Wednesday afternoon, the president cited business interests as the reason for refusing calls from lawmakers and activists to allow international organizations and governments to ship aid to the island.
Trump said he was initially considering whether to implement a temporary waiver of the Jones Act to allow it, but decided against doing so as "a lot of people that work in the shipping industry…don’t want the Jones Act lifted."

I don't think he changes his mind because someone talks sense into him. I think it's because he's told how bad he'll look and that's more important than people dying for lack of help. Does anyone, including Trump, realize that every American has the right to sit, stand, kneel, do cartwheels, or do whatever they want to do during the national anthem? It's such a non issue. I also think this is a protest against Donald Trump’s attempt to stifle freedom to dissent (particularly relevant when earned). This is a big difference from an arbitrary dislike of the man, which seems to be how you perceive all criticism of Trump.

The Jones Act also protects Merchant marines and the fishing industry so I'm not sure if there are other possible legal ramifications for just waving it?
It seems Trump waived it so they found a way to do the right thing.

We're closely coordinated with the territorial and local governments, which are totally and unfortunately unable to handle this catastrophic crisis on their own, just totally unable to. The police and truck drivers are very substantially gone, they're taking care of their families and largely unable to get involved, largely unable to help," he said.
