How do you go to an engineer in the absence of regulatory bodies, and expect a base level of results with due analysis ensured to prevent harm?

People who claim to be engineers, or doctors, or pilots, or a host of other professions that need technical skills, have the potential to cause immense harm if they don't have the training and expertise that they claim to have. So in the end I am worried about safety, too; I think that's the argument being made here.

Where it falls apart is you viewing things too black and white. No one said the guy didn't uave a valid point. I'm a proponent of looking at the light timing and giving the guy consequences for misrepresenting himself.

You're seeing things that aren't there, as no one but you is talking about government revenue streams. It's no more complex than this. There are two topics:

1. Traffic light timings can be improved
2. People who use the fact that they are an engineer to justify their opinions, should be engineers

Most people here have said the same thing that you won't listen to, which is that this man could have come forward with this concept without misrepresenting himself. I do not see the chain of causality which leads you to condemn the government for insisting on honest representation when it comes to professional titles which people study and practice for years to attain.
