I'm broke because I can't afford the shipping costs tacked onto the price of the records. So free shipping is very, very important, as it can be SO expensive with records (especially with 10c, but other places have skyhigh shipping costs too). There are some other US online stores that have free shipping too, within the US. Popmarket is a pretty good one with free shipping for Americans (used to be free for Canada too, but then they stopped that and went from free to completely out of this world expensive). Popmarket has vinyl bundle deals that are really good sometimes, and they also have limited edition releases now and again. Discogs.com is a major go-to, especially for albums that aren't brand new. Always refer to discogs before buying anything to figure out if you're getting a decent deal or not, and also to see if you can get something cheaper in the discogs marketplace. Otherwise, the local record stores are always a good place to drop buy... they aren't usually the cheapest places for new albums, since shipping is actually built into the price of the albums, but they are definitely the cheapest place for used albums... it's just that it can be hard to find the used albums you really want unless they were pretty popular and tons of them were pressed.

Its cool to support local places, sure, but a few of the local stores I've been to are way over priced and the guys working there come across as rather arrogant, and its always much harder to deal with exchanges and what not if the record is messed up.

Love local record shops too. I try to hit them all over the world.... Lots of deals to be had, but most will know the rare stuff. Just came home from Europe with a box of cool albums.
Also check good will, value village, garage sales... That's where you can find deals.
Depending on what you buy, I'd keep an eye on these guys. They have some exclusives, not as many as Newbury Comics but their liquidation prices and flash sales are quite amazing ! They also have a Canadian address if anyone is interested on my side of the border.
Go to the used section. Albums for pennies on the dollar. Wont find sealed lost dogs or anything... but you will find a lot of appealing, affordable stuff. You will also discover new music this way. Almost every time I dive into the record shop, I come away with some great music I was not really aware of.
Look for record shows in your area. I get a lot of good stuff for $5 or less at the one I regularly go to.

While most of my local record shops have seem to disappear in the last few years, the surviving ones are a little out of my way and are in areas with a lot of congested traffic. I am a huge advocate for supporting the local record shops, so I try to pay them a visit when I can. As for the rare and hard to find items, Discogs is one of the best ways to go! Barnes and Nobles have recently begun sales of records as it has a new breath of life again, though I am not to sure about what you may run into there. I am pretty sure their inventory is going to be primarily made up of represses, and most record enthusiasts prefer original pressings. ( at least I do) Would love to see more shops opening back up here in south Florida as it is back in high demand.
I actually subscribe to every single online record store that I happen to come across. Then I get email updates when any of them have new items and sales. I'm on the mailing list for at least 20 of them. This lets me stumble upon the good deals, but also just to keep up on what reissues are coming out and on new music being made.
(btw everyone, the Killers are reissuing their older albums, including Hot Fuss and Sam's Town. srcvinyl.com and srcvinyl.ca have a good deal on them and pretty cheap shipping)

Be careful with Discogs. I only use them as a very last resort. A lot of people who sell on there seem to think their records that look like they were run over by a car on a snowy day, handled by someone who hasn't washed their hands in a decade, and let their kid use it for crayon practice and wear as a bib are "near mint."
