    I think your wrong.
    Some (not all) get sent back to the promoter who releases them. I've seen Stub Hub tickets all of a sudden on sale right before the show.

    Stubhub and Ticketmaster (or in this case tickets.com) are completely separate companies. You can't just return your tickets if you fail to resell them at a price you wanted. Any additional tickets released are venue/promoter/band holds that were not previously for sale.

    Although not "legal" it happens. After doing more digging some of those tickets can get thrown back into the TM pool.

    Ticketsnow.com tickets could end up back on ticketmaster. Those sites are owned by the same company.

    As for stubhub, unless somebody from tickets.com is scalping, they won't end up back in the ticket pool. The tickets released at the box office will just be tickets held back for various reasons.
