Why would someone buy 4 riot acts at approx $300 a go? If there plan is to flip later that's a tough sell...how much higher do they think riot act is going to apprciate especially given I'm sure within the next ten years we see a reissue at some point. Every time I sneeze there's a new 90's band reissue coming out. Maybe they're planning on realzing their dream of quadraphonic sound and playing all 4 at once?
My guess is someone with deep pockets "helped" brad out, perhaps someone associated with the band dropped a few grand for a good cause and wanted to remain unknown? just an odea.

He's an artist and his work is incredible, why shouldn't he sell his pieces for what they are worth?

People were paying premiums it seems for the numbers and I would guess 101 and 102 wouldn't appeal to those people.
