The schedule is based on you're record and which divisions you face each year. When they were both finishing 1st in their divisions, they played the following year. They don't leave a slot in the schedule for marquee match ups.

Each team plays each of the other three teams in its division twice: once at home, and once on the road (six games).

I still hate / respect / hate the Pats more then anyone in the AFC South. No one is even close. In fact, I can't wait until the Jags go to L.A. and they have to re-allign the divisions so that the Colts are paired with the Browns, Bengals, and Steelers.
And it's not like Kevin Kolb is our QB. (sorry bills fans)

schedule release/draft build up - april
draft - may

this is true...it's also convenient timing as the nfl has been wanting to do this for a while and are contemplating making it permanent for the reasons i mentioned above.
