Its on blu ray i promise you. If you search it on amazon, there is 2 listed one for 10.49 and one for 14.99 both say dvd but that will change. I already contacted the company making it and they said " yes a blu ray with full audio and the works".

I just ordered the $10 DVD assuming the $14 one is Blu Ray (which I dont have). But I hope it does not just a Deluxe Edition DVD. I figured I was just jump on the $10 price now since it seems abnormally low.

Possibly. I pre-ordered the Vs/Vitalogy 3 CD set off Amazon when they first put it on the site for $12. Someone on here started a thread and myself and many others began to preorder. 3 hours later it was changed to $31.99. Sometimes they put stuff up to early and don't realize a mistake until later. They honor the preorder price so it's worth it.

I hope you're right, but if that is the case then why has there been no mention of blu ray? Also, why would the format say DVD on the one for 14.99 if it actually isn't a DVD? Again...I hope to god you are right but I don't understand why they wouldn't mention it if it were going to be available on blu ray.

Not for nothing, but most decent Blu-Ray players upscale to 1080, and this should look fine...
Upscaling can only do so much... The fact remains that a DVD displays a maximum of 480p, or 720 x 480, or 345,600 dots of information, whereas a Blu-Ray in 1080p is 1920 x 1080, or 2,073,600 dots of information, and no matter how good the algorithm, I simply find it impossible to believe that that many pixels of information can be 'faked' sufficiently. Will it look 'fine', yes, probably. Will it look great like a Blu-Ray could? Nope. Will it be limited in audio capabilities unlike the lossless capabilities of audio playback on a Blu-Ray? Yep.
We haven't had any ordering information so I'm keeping my fingers crossed for a Blu-Ray release, but if they can't manage this, I'll be fairly disappointed. Frankly, I wouldn't define myself as a video/audio-phile, yet I can very clearly differentiate between a Blu-Ray and a DVD (even one put through a quality upscaler such as the DVDO dedicated upscaler and Pioneer Blu-Ray player I have tried them through) on both fronts.
