Euphoria Morning is amazing. He was fresh off Soundgarden and still at his creative peak. The first Audioslave album even has some amazing songs like Cochise and Show Me How To Live. Cornell didn't go to shit until the second Audioslave album when he started dicking around with poppy shit. His second solo album Carry On is probably the worst record he has ever made. He sounds like shit on it, his lyrics suck on it, and the music is terribly bland. Scream sucks too don't get me wrong but his voice actually doesn't sound bad and some of the songs (like the title track) actually sound good when you take out all the bullshit drum machine stuff.
Black Rain was mostly written in 1993/1994 so it will be great. I think new Soundgarden would be great because Cornell would have a lot of pressure on him to write good shit. With his solo albums nobody really cared about them so he could be as self indulgent as he wanted, but with Soundgarden he knows he can't shit on the legacy and he also has Kim, Ben, and Matt to help him out in the creative process. They need to make a new album.

Dude, Euphoria Morning IS amazing. I would highly recommend checking it out. I wouldn't worry with Carry On or Scream (Carry On has a few decent songs, but overall a disappointing effort...Scream is simply shit). 'When I'm Down' alone from Euphoria Morning is worth the price of purchase. Masterful album.
